Chiang Mai University’s Comprehensive Protection Framework: Advancing Gender Equality and Non-Discrimination

                   Chiang Mai University demonstrates robust commitment to gender equality through interconnected policies establishing comprehensive protection systems. The 2021 non-discrimination policy and 2017 protection regulation create a multi-layered framework addressing Sustainable Development Goal 5, ensuring women’s rights and equal opportunities while promoting gender parity across the institution.

                 The non-discrimination framework prohibits discrimination against women throughout all university operations. Article 1 of the 2021 regulation establishes that “all faculty, staff, and students in Chiang Mai University shall be treated equally without discrimination based on gender, sexual orientation, gender identity, marital status, or other protected characteristics.” This foundational provision ensures women’s participation and equal access to education, employment opportunities, and institutional services. The policy addresses systemic barriers that historically limited women’s advancement in higher education, creating pathways for women in leadership positions and reducing the gender pay gap through transparent, equitable treatment of all community members.

                 Article 2 of the 2021 regulation advances transgender rights and gender identity protections by mandating that “the university provides equal treatment and does not discriminate against transgender individuals or those with diverse sexual orientations.” This explicit inclusion demonstrates the university’s understanding that gender equality extends beyond binary categories. The policy encompasses comprehensive protections against inappropriate sexual behavior, sexual harassment, and gender-based violence. Article 4 further defines inappropriate conduct including “sexual conversation or content, comments and jokes of a personal or sexual nature, obscene gesturing, touching or hugging another person” and establishes clear standards for respectful interaction throughout the academic community.

               The 2017 protection regulation strengthens these commitments through robust whistleblower protections. Article 4 of the protection regulation explicitly states that “individuals who report discrimination receive protection from educational or employment disadvantage.” This critical safeguard creates safe reporting mechanisms essential for addressing violations without fear of retaliation. Article 5 of the regulation further establishes that “reporting individuals shall not face retaliation, discrimination, or unfair treatment in their academic progression, employment status, or evaluation processes.” By protecting those who speak out against discrimination, the university empowers women and girls to advocate for their rights and challenge gender stereotypes.

              These integrated policies support work-life balance through provisions addressing maternity and reproductive rights, enabling women’s full participation in academic and professional activities. The comprehensive framework demonstrates gender mainstreaming across institutional practices, from admissions and hiring to promotion and support services. By combining clear anti-discrimination standards with strong whistleblower protections, Chiang Mai University creates an inclusive environment that not only prohibits discrimination but actively empowers all community members to report violations, ensuring accountability and continuous improvement in achieving gender equality throughout the institution.
