CMU Joins Northern Disaster and Haze Strategy Forum to Translate Frontline Lessons into Actionable Policy

Chiang Mai University (CMU), together with the Thai Health Promotion Foundation (ThaiHealth), the Ministry of Higher Education, Science, Research and Innovation (MHESI), and partner networks, participated in the academic forum “Lessons Learned and Strategy Development for Northern Disasters and Haze: From Frontline Lessons to Actionable Policy” on 16 September 2026 at the Thong Kwan Conference Room, Academic Services Office, Chiang Mai University.

The forum was officially opened by Prof. Dr. Yodchanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation. Assoc. Prof. Dr. Winita Boonyodom, Vice President of Chiang Mai University, delivered welcoming remarks, while Dr. Pongthep Wongwatcharapaiboon, Manager of the Thai Health Promotion Foundation, presented the report on the forum. CMU executives, including Asst. Prof. Dr. Thanyanan Anantana, Vice President, and Asst. Prof. Dr. Pairat Phibulrungroj, Assistant to the President, as well as CMU faculty members and researchers working on air pollution mitigation and water management, also participated in the event.

During the forum, Assoc. Prof. Dr. Winita Boonyodom presented CMU’s research and innovation initiatives addressing air pollution and advancing sustainable water management. The presentation highlighted knowledge, technologies, and research approaches developed to respond to the needs of communities and the environment. Ajarn Paisit Panichkul, Director of the Academic Center for Air Pollution Prevention and Mitigation, Chiang Mai University, also played an important role in facilitating a platform for dialogue and the collective reflection of experiences from frontline practitioners.

A key highlight of the forum was the presentation of the “Policy Recommendations for Driving Solutions to Northern Disasters and Haze”, comprising five pillars and one prohibition measure, to the Deputy Prime Minister. The recommendations bring together lessons and perspectives from communities and frontline practitioners and are intended to inform further policy development at the national level.

The forum brought together a broad range of stakeholders, including government officials, academics, researchers, local authorities, civil society organizations, the private sector, frontline wildfire responders, local residents, and people directly affected by disasters and haze. The collective effort focused on developing policies that can be implemented effectively, efficiently, and sustainably in response to the complex challenges facing Northern Thailand.

CMU continues to serve as an academic and research platform that connects stakeholders across sectors, supporting the exchange of knowledge, research, and innovation. The forum demonstrated how firsthand experiences and lessons from frontline communities can be translated into practical strategies and actionable policies, strengthening collaborative efforts toward cleaner air, improved quality of life, and sustainable development in Northern Thailand.

チェンマイ大学、北部地域の災害・煙害対策戦略フォーラムに参加 ― 現場の知見を実行可能な政策へ

チェンマイ大学（Chiang Mai University: CMU）は、タイ健康増進財団（Thai Health Promotion Foundation: ThaiHealth）、高等教育・科学・研究・イノベーション省（Ministry of Higher Education, Science, Research and Innovation: MHESI）および関係機関・ネットワークと連携し、2026年9月16日、チェンマイ大学Academic Services OfficeのThong Kwan Conference Roomにおいて、学術フォーラム 「Lessons Learned and Strategy Development for Northern Disasters and Haze: From Frontline Lessons to Actionable Policy」 に参加しました。

本フォーラムの開会式では、Prof. Dr. Yodchanan Wongsawat副首相兼高等教育・科学・研究・イノベーション大臣が開会の挨拶を行いました。チェンマイ大学からは、Assoc. Prof. Dr. Winita Boonyodom副学長が歓迎の挨拶を行い、Thai Health Promotion FoundationのDr. Pongthep Wongwatcharapaiboonマネージャーが開催趣旨および活動内容を報告しました。また、Asst. Prof. Dr. Thanyanan Anantana副学長、Asst. Prof. Dr. Pairat Phibulrungroj Assistant to the Presidentをはじめ、北部地域の大気汚染問題や水資源管理に取り組むCMUの教員・研究者も参加しました。

フォーラムでは、Assoc. Prof. Dr. Winita Boonyodom副学長が、チェンマイ大学における大気汚染対策および持続可能な水資源管理に向けた研究・イノベーションの取り組みについて発表しました。地域社会と環境の課題に応えるために蓄積された知識、技術、研究アプローチについて紹介しました。また、チェンマイ大学Academic Center for Air Pollution Prevention and MitigationのAjarn Paisit Panichkul所長は、現場で活動する関係者が経験や教訓を共有し、相互に学ぶための学術的な対話の場づくりにおいて重要な役割を果たしました。

今回のフォーラムでは、**「北部地域の災害・煙害問題の解決を推進するための政策提言」**の手交式も行われ、5つの柱と1つの禁止措置からなる政策提言が副首相に提出されました。この提言には、地域社会および現場で活動する関係者から得られた経験や意見が反映されており、今後の国レベルでの政策形成に活用されることが期待されています。

本フォーラムには、政府関係者、大学関係者、研究者、地方自治体、民間団体、民間企業、森林火災の消火活動に携わる現場の関係者、地域住民、そして災害や煙害の影響を受けている人々など、幅広い関係者が参加しました。各分野の知見と現場の経験を結集し、北部地域が直面する複雑な課題に対して、実際に実施可能で迅速かつ持続可能な政策を構築することを目指しました。

チェンマイ大学は今後も、学術・研究の知見とイノベーションをつなぐ中核的なプラットフォームとして、さまざまな分野・機関の連携を支援していきます。今回のフォーラムは、現場から生まれた経験と声を、実行可能な戦略と政策へとつなげる重要な取り組みとなり、北部地域のより良い大気環境、生活の質の向上、そして持続可能な発展に向けた協働をさらに推進する機会となりました。
